Can I teach in China without a degree?

No - the Z work visa legally requires a bachelor’s. Offers to work around it put you, not the school, at risk.

Which Chinese cities are best for saving money?

Tier-2 cities (Chengdu, Hangzhou, Qingdao) usually beat Shanghai and Beijing on save-rate: pay is 10–20% lower but rent is often three times cheaper.
